AgCens LLC is owned and operated by Phil and Linda Hutton, who provide consulting services for a wide range of biopesticide, biotechnology, and agricultural information clients.

AgCens brings a unique perspective to the consulting arena.  Located at Woodborough Farms, just 25 miles southeast of Washington, D.C., we actually use many of the products produced by our customers.  This gives us a singular ability to provide a customized regulatory approach for each product, and allows us to better describe the actual risks, exposures and advantages of these products to federal regulatory agencies.  Our proximity to Washington D.C. additionally enables us to represent you face to face with federal agencies such as EPA, USDA, and FDA.

Phil Hutton  With a B.S. in plant pathology and an M.S. in entomology, along with 32 years in EPA Pesticide Program, Phil has the knowledge and experience to work with a wide variety of products and guide you efficiently through the regulatory process or help you comply with unfortunate and unexpected enforcement problems.  At EPA, Phil handled almost every conceivable regulatory action as a science reviewer, product manager, branch chief, and finally as Associate Director of the Biopesticides and Pollution Prevention Division.  During his career, he helped write many of the biopesticide and biotechnology regulations in use today, and worked with regulators in other federal agencies and around the world.

Linda Hutton  Born and raised on a diverse agricultural operation with dairy, vegetables, and grain crops, Linda has a B.S. in animal science and 33 years of experience with Census of Agriculture both in the U.S. Department of Commerce and with the U.S.D.A. National Agricultural Statistics Service.  During her career she served as Chief of the Livestock Branch and Chief of the Environmental, Economics, and Demographics Branch.  In these positions she oversaw the production of many publications involving agricultural statistics including land values, age of farmers, pesticide usage, and monthly prices. She also coordinated the first Census of Aquaculture working over a decade with the many diverse sectors of this industry and is a recognized national expert in aquacultural statistics.
